Restore global high-resolution timer requests

CPU & PowerModerate riskReboot requiredReversible

Sets GlobalTimerResolutionRequests = 1. Since Windows 10 2004, a high-resolution timer requested by one process (e.g. a game calling timeBeginPeriod(1)) only applies to that process. This key restores the pre-2004 system-wide behaviour, so the lower timer period applies globally — improving frame-pacing and input-latency consistency in titles that rely on it. Reboot required.
