Sets InterruptSteeringDisabled = 0 under Session Manager\kernel, explicitly enabling Interrupt Steering. Modern Windows can re-route a device's interrupts to whichever CPU is least loaded at delivery time, evening out interrupt pressure across cores. On some OEM and laptop images this is disabled by policy, pinning every IRQ to CPU 0 — which then becomes the single bottleneck for storage, network, and USB. This tweak makes sure steering is on. Real benefit on heavy I/O. Reboot required.
