Runs powercfg /setacvalueindex SCHEME_CURRENT SUB_PROCESSOR PROCTHROTTLEMAX 100 on the active plan. Some OEM and laptop power plans quietly cap the maximum processor state below 100% (e.g. 99% to disable Turbo, or lower for thermals), which leaves performance on the table. This guarantees the CPU is allowed to reach its full rated frequency on wall power. Reboot required so the scheme re-reads it. Revert also sets 100 (the Windows default).
