Lets the kernel promote eligible DPCs out of the high-priority interrupt-time context into dedicated DPC threads that the scheduler can balance across cores. The result is more even DPC latency and fewer 'DPC routine ran too long' jitter events under heavy I/O — particularly visible in audio glitching and frame-time spikes. Safe; reboot required.
