Stop UWP apps running in the background

Sets GlobalUserDisabled = 1 so packaged (Store/UWP) apps cannot keep themselves alive in the background. Frees the RAM and CPU those background instances consume at idle. Win32 desktop programs are unaffected. Trade-off: some Store apps won't deliver live-tile or notification updates until opened.
