Writes *EEE = 0 into every network adapter instance. Energy-Efficient Ethernet (802.3az) drops the PHY into a low-power idle between packets to save a fraction of a watt, but the wake-up transition adds micro-latency and, on some Realtek/Intel PHYs, causes brief link drops or ping spikes. Turning it off keeps the link fully awake. Trade-off: a tiny bit more power draw. Applies to all physical NICs; unsupported adapters ignore it. Reboot (or re-enable the adapter) to take effect. Fully reversible.
