Stop Windows powering down the NIC (PnPCapabilities = 24)

Writes PnPCapabilities = 24 into every network adapter instance, which clears both 'Allow the computer to turn off this device to save power' and the wake-on-LAN power flags in Device Manager's Power Management tab. Prevents the NIC being suspended, a common cause of random latency spikes, dropped connections after idle, and wake-from-sleep networking glitches. Value 24 = 0x18 (clears the power-save + wake capability bits). Applies to all physical NICs. Reboot to take effect. Fully reversible — each adapter's prior value is snapshotted (or removed if it had none).
