Runs `netsh interface tcp set heuristics disabled`. Windows ships a 'scaling heuristics' layer that can silently clamp the TCP receive-window autotuning level based on its own guesswork — which on a good modern connection just throttles throughput below what autotuning would otherwise negotiate. Disabling the heuristics lets autotuning use its full configured level. Safe and reversible. Revert restores the default (enabled).
