Set diagnostic-data policy to the lowest level (AllowTelemetry = 0)

Writes the AllowTelemetry = 0 policy under Policies\Microsoft\Windows\DataCollection. This greys out the Settings 'Diagnostic data' control and forces the lowest level the edition allows. Honest caveat: the true '0 = Security' level is only fully honoured on Enterprise/Education/Server — on Home and Pro the OS floors it at 'Required (Basic)', so essential diagnostics still flow (combine with the DiagTrack + telemetry-task tweaks for the biggest reduction). Effective after the telemetry service restarts / reboot. Reversible; revert restores the prior value (or removes the policy if it wasn't set).
