Auto-close hung apps at shutdown

Sets AutoEndTasks = 1 under HKCU\Control Panel\Desktop. When you shut down or sign out, Windows normally waits on apps that haven't closed and pops the 'This app is preventing shutdown' screen. With this on, it ends those tasks automatically so shutdown doesn't stall. Pairs with the existing lower hung-app/kill timeouts. Note: an app with genuinely unsaved work won't get to prompt you — save first. Takes effect on next sign-in. Reversible.
