Sets NoResolveSearch = 1 under the per-user Policies\Explorer key. When a shortcut's target has moved or lives on a disconnected drive/share, Explorer normally spends several seconds scanning the filesystem (and the network) trying to 'fix' it — the classic frozen 'Searching for items…' dialog. This stops that search so a dead shortcut just reports missing immediately instead of hanging the window. Reversible.
