Sets DusmSvc (Data Usage) to Disabled. This is the service-side companion to the Ndu driver tweak: it tracks per-app and per-network data consumption for the Settings 'Data usage' page. Disabling it stops that background accounting and frees its memory. Trade-off: the Settings data-usage charts stop updating. Reversible.
